Cleveland is famous for its free tuition. Is it true? and if yes, what are the rules?

Good Question. Not clear cut yes. There are a few variables.

The following is as of September 2022.

If you are a new family moving to Cleveland or your child just reached school age, then you will only qualify based on your income. (see below more about income based vouchers).

If you qualify for income based vouchers but make more than the 200% of the Federal Poverty Level (based on your adjusted gross income) then the school can make you pay the difference between what the state pays and what full tuition is. This is something you will need to negotiate with the schools tuition committee.

You apply for school vouchers through the school you will be attending.

As of September 2022 that is something of the past. This will only apply to families who currently have at least one child on a location based voucher. In that situation that child and all future children of that family will be grandfathered in. (see grandfathered in question below).

If you had one child on location based vouchers before the voucher rules changed, then that child and all future children are grandfathered in.

What’s the difference between location based vouchers and income based vouchers?2023-01-17T16:03:58+00:00

Location based vouchers mean that no matter what your income is your children automatically qualify.

Income based vouchers mean that you only qualify based on your income. Currently, the income level is if your adjusted gross income is below the 250% federal poverty level. See poverty levels enclosed at bottom of page.

However, with both voucher types, if your adjusted gross income is above 200% of the federal poverty level, then the school can charge you the difference between what the state pays and what full tuition is.

If you have a location based voucher then you retain that voucher even though location based vouchers don’t exist currently.

Similarly, if you are on income based vouchers, and your income level has increased or will increase, you will retain the income based voucher for the entire family. However, remember that if you are above the 200% federal poverty level then the school can charge you the difference.

As of September 2022, that no longer applies, If you qualify then you will receive the full amount regardless of your income amount.

Edchoice Legislatin is always evolving for the better or worse.

Things that can happen in the future even as soon as the 23/24 school year.

  • Obviously, everything can end. Chas Vshalom!
  • The amount edchoice pays per child can rise.
  • The poverty level guidelines can go much higher……….or lower.
  • The entire Cuyahoga County, or even the entire State of Ohio might all be qualified as location based vouchers.
  • They may pay $5000 per family to go to Florida for mid winter vacation. (joke)

Easier. But not a free for all. If you are thinking of moving to Cleveland and they feel you are not a good fit they will probably not accept you. There is also the space issue. Sometimes certain grades can be full. Especially in Yeshiva Derech Hatorah which is tight on space. However, if you belong in the school and there is space, it usually is pretty easy to get in. If you live in Cleveland already its obviously a different equation. Full Disclaimer: This is from my personal experience dealing with lots of people whom the schools accepted or rejected. No school gave me this info.
